Yes, that's the point. The flag should always appear in front of anything, otherwise stuff gets confusing.

But then u cant see the nimber of units in finland.

I think it's okay. I don't really have a hard time to find enemy capitals.
In doubt, just check the player list.

It's not gamebreaking, but it should be fixed eventually.

A solution for hiding the number is to render the flag above the city stars, and render numbers above the flags.

Hey guys, this glitch is still around. I didn't take a screenpic, but i have multiple witnesses including pinheiro and cacaow(or kanker, whatever). just FYI.

EAGLE EMPEROR is online.

City icons, flags and numbers are all done in layers - fixing this problem would be quite difficult and, quite frankly, it's not really worth it.
