Why are Macedonia and Montenegro extra countries?

I know the minor cities become "extra ctites" but i think important capitals, ESPECIALLY Skopje shouldn't be extra. That makes a blank on the map and also those countries have great statistical locations. There are a lot smaller countries that aren't extra like luxembourg or malta or cyprus. Them being extra makes it hard for Serbia and other balkan countries to expand. And Its not good to disable them. So I suggest Podgorica and Skopje be normal cities, not extra

Crammed Balkans is Crammed.
Some countries are extra cities because too close to other cities or not enough.
(eg: Canada North and Pacific Islands.)
