Need Unit Help

Ok so for WW1 I am trying to add a torpedo unit and make it carriable on only Torpedo Boat, however i wanted the Torpedo to be strong against naval units, Torpedo Boat (as a naval unit) can only carry land units and land units cant attack sea units on sea so im not sure how to do it, I explored if Torpedo Boat can carry Torpedo if Torpedo is naval unit, it cant. I am at a lost for how this will work.

It won't work, I had a similar idea for a Carrier but because we are so limited by atWar mechanics none of this is possible, only solution would just to make the Torpedo it's own unit or merge it with the Torpedo Boat, either way that's all that can really be done about it, wish that atWar is less simplistic in the future.

Maybe make torpedo a very strong naval unit with no defense, and make the torpedo boat a very defensive unit with no attack so that they have to be used in conjunction to be effective.

but then the person can stick any naval unit with the torpedo also, and i originally made the torpedo invisible so if its naval unit it doesnt need a boat, i just merged them like pyrrhus sad but it really ticks me off that atwar doesnt try to improve on an ancient system while they work on website stuff that doesnt need to be fixed

Make the torpedo a air unit, just make sure it doesnt have too high of range.
