Some coastal cities unable to be attacked by land

In an African game I was unable to attack Freetown, Rabat and Tunis via land. I had to purchase a transport. Just an fyi

Fixed, should be ok now.

Apparently also bilbao and dubai

Reload the game to update it (F5).
