It has happened to all of us. I once played a 100-turn game and they did exactly this, at turn 90. It is not only these 2 players. Lots of people do this. Like Kaska said, the only solution in the meantime is to play with locked setting and max ally 1 or 2.

So in short,

1. max ally 1 or 2
2. Remove late joining/rejoining
3. Put it 500 turns (to avoid SP win by one player)

That's what I normally do and it works.
