Make Chicago a Port

Make Chicago and Toronto into ports immediately. Why am I the first one to address this? There's no reason why they shouldn't be ports, it would create an entirely new dynamic in North America. Many people agree with me, dozens come up to me and ask, "why is Chicago and Toronto not a port?" I tell them, "I don't know!" Then, they tell me how they hate AtWar and are leaving AtWar soon. Why allow this to continue? The Great Lakes area is beautiful and there has always been Navies in the Great Lakes, U.S. and Canada have hundreds of ships there!
