[OPEN] Edited borders don't disappear in map

Expected behavior
When I edit or move borders, I expect that the previous border shapes will not appear behind it.

Actual behavior
Border shapes appear behind the border occasionally if they are edited after leaving the map and coming back. This behavior presents itself with no-go zones the vast majority of the time, but it does so for regular borders occasionally as well.

Steps to reproduce the behavior
Not editing borders after leaving a map, although this is impractical.
