I don't think that means a higher chance. Probably means member-only rare units. Also, members can change the game settings to have a higher chance for the whole game.

From my experience premiums have a far higher rare rate than basic members

competitive players (or people pretending to be competitive) generally never get rares due to setting at 'no rares'
