Creating Scens - Removing Troops

When you are creating a scen, if you leave the selected tool on "Remove Troops", then it would let you click anything else until you switch it back to adding troops... I was removing troops, then i switched tabs to players and tried to add player countries and it wont let you click anything.

I got the same problem, plus being incapable of removing some troops already added, not all, just some from specific players.
