your saying some guys had 40 coins for 2 attempts to assasinate?
either your forgetting to write people in factions that we dont know of....

You can attempt to assassinate anyone at any time, the assassinate cards adds +1 to the roll.

1 Dice Roll:
1-2 Attempt fails and the Assassin is caught
3-4 Attempt fails, but the Identity of the Assassin remains unknown
5-6 Target is Assassinated and Remains Unknown.
