Warsaw Pact looks a bit stronger but NATO can beat Warsaw Pact with some talented players

Add Lille and Le Havre to France, Berlin West to West germany and it will be balanced=)

I added Lille and Caen few minutes ago, I don't want to add West Berlin :/

I decreased rein of France, UK and W. Germany a bit because in last games NATO was definately stronger, it should be more balanced now
