[OPEN] Attack values were greater than HP, but I lost.

Bug Report
Expected behavior
I expect to win a battle when my attack values are greater than the opponent's hit points.

Actual behavior
I attacked Birmingham, UK with MOS 1 stealth bomber and 1 marine. The city was defended by 1 infantry. My stealth bomber rolled a 6 and a 9. My marine rolled a 5 and a 7. The defender's single infantry rolled a 6, 1, 6, and a 1. I did not win the battle.

Steps to reproduce the behavior
I have no idea how to reproduce this.

The same thing happened in Zaragosa, Spain. Two militia with defense rolls of 2, 1, 2, 1, 2, 4, 3 beat my MOS one stealth bomber (rolls 1, 3, 4, 3, 7) and one marine (rolls 7, 4).
