Q: In a game tournament when someone gets knocked out would they be allowed to rejoin and try again. A: No so why is allow rejoining on by default?

It's on by default mostly because there aren't that many open games in a lobby yet. In the future, it will be off by default.

Most people re-join a games just so they can go after the person who eliminated them, and it dosnt help when you do re-join you get crazy amount of reinforcement number. should be turned off IMO. The reason to turn it on is real a silly on, the players had there game and should not be allowed to join at all becuse of the reason i highlighted. The player who does re-join is unlikely going to win and does re-join most cases to harass or in small games help another player gang up on another.

Rejoining is a legit option because people can capture your capital the turn you join and then you instantly lose. Now you might say thats just up to you to strategically select a country, but especially to make it noob friendly you should get an automatic rejoin if that happens (even if the option is disabled)- I dont know Ivan or Amok if it is possible for the game to detect that and work that way but I think it is a good idea. Sometimes theres only one game open in the lobby and if that happens youre SOL

You already had it, basically, when you set the joining week to 1 and quickly ended the turn. Just that now it's more straightforward.
