Occupying Empty Allied Capitals

As most of you are familiar with, you can take an allied city if it has no units in it.
However, if one were to take their capital, they are pretty much up shit's creek with no paddle.
You are literally helpless once that happens, because after they declare war you lose immediatly.
What can be done? Inb4 "dont leave your cities empty"

Only ally with those you trust or leave units in your capital. That are the only solutions i think, as you already found out .

1. Buy Militia upgrade
2. Put/leave 1 militia in every cap.

I dont know how you could be stupid enough to leave your cap empty and ready to be captured...

Alright picture this, you are using Portugal or Belgium. You used all of your forces taking Spain or Belgium or whatever. THEN BAM, someone caps you.

Don't ally people close enough to send a bomber to cap you that early, just offer peace.

Then learn from it and don't ally him....
