Well, for more realism...a treaty in 1991 -- that 50 countries agreed to -- banned the exploitation of natural resources on Antarctica for 50 years (that's until 2041).

The point is, hat there are player who abandon more games than others and the hypothesis that this elevates the SP/turn rate, since -most probably- they abandon games in which they are not doing well (low SP/turn). In this sense, higher SP/turn rate is partially explained by high rate of game abandoning.
Other reasons for higher SP/turn are: more off-game SP like player invitations and medals; more casual games played; or simply being a more efficient and aggressive (PvP battles per turn) player... there are many elements for explaining higher SP/turn rates (not necessarily being a "better" player).

Back to the topic:

In casual games it should NOT be possible to change from 24 to 12 h game; there are casual game players that cannot connect twice a day. If a game is set to 24 hour turns it shall remain 24 h turns.
Differently for 12h turn games: they may be changed to 24 h.
